Spokes Councils
The Spokescouncil is the place where discussions and decisions about actions (protests) at the Climate Camp will take place.
Each Action Team will allocate a spokesperson to represent them at the Spokescouncil. Action Teams will be allowed to sit behind their spokespeople, but only the designated spokespeople can speak for them.

A spokes council is a way of managing decision-making in very large groups with better democracy than elected representation but a step away from having every person speaking in the discussion. Each small group within the larger group (in this case each neighbourhood or affinity group) sends a number of "spokes" (people) to the spokes council. People who aren't spokes can also come and sit behind their spoke to be consulted. Only the spokes speak to the meeting and their job is to pass on what their group has sent them along to say. In many cases, raising an issue is enough to allow the spokes council to reach an agreeable decision. If not, spokes go back to their small groups for more consultation and come back with new things to say. In the case of an action-planning spokes council, there will be a few significant decisions to be made but a lot of the process will probably just be information sharing and making connnections between affinity groups. The organisers consider it our job to bring thought-out proposals to meetings. We are taking the time to develop ideas for actions and other big decisions that we anticipate, so that meetings can focus around specific proposals. You are invited to bring proposals of your own as well. Decisions will be made by the people attending, so don't be afraid to present ideas just because you haven't spent months working on them or something like that. We just think it would be poor planning on our part if we were to come to the camp with no ideas of our own.
